Four: actual rate is higher than advertised by less than 10%

Three: actual rate is higher than advertised by 10-20%

Two: actual rate is higher than advertised by 20-30%

Five: No busy signal

Four: Sometimes busy, but usually get connected within three tries

Three: Sometimes, I couldn't hear voice from the other end after getting a connection

Two: Have to try many times to make a call successfully

One: I tried to use the card throughout the day. The system seems always busy
